Much like blood through a human circulatory system, electricity can only flow through wires that form something of a circularly closed loop.
A battery, by itself, produces no electricity. It can only produce electricity if there is a circular-like path running from its positive terminal to its negative terminal. Within a closed loop, a battery acts as a pump producing an electromotive force to impel electrons around the loop.
